Retail theft has reached alarming levels in 2025, with incidents more than doubling compared to pre-pandemic figures. This surge has sparked a united response from law enforcement and major retail chains across the United States.
A Nationwide Crackdown on Organised Retail Crime
Last week, an unprecedented multi-state operation led by the Cook County Regional Organised Crime Task Force in Illinois resulted in hundreds of arrests across 28 states. Over 100 law enforcement agencies joined forces with more than 30 major retailers—among them Target, Macy’s, Home Depot, Walgreens, and Kroger—to crack down on organised retail crime.
Retailers played a critical role by sharing intelligence and surveillance data. Ulta Beauty participated in nine states, supplying key insights on criminal networks.
“Organised retail crime remains one of the most significant challenges facing the industry,” said Marty Maloney, director of media relations at Walgreens. “During the operation, we worked closely with law enforcement across nearly 20 cities and over 40 locations to help curb this trend.”
What’s Driving the Surge?
Organised retail crime involves coordinated groups stealing high-value goods to resell them, often through online platforms or black markets. These crimes are increasingly strategic, exploiting weak points in store security and logistics systems.
A 2024 survey by the National Retail Federation (NRF) found a 93% increase in shoplifting incidents and a 90% jump in financial losses compared to 2019. Although the NRF later revised some of its previous estimates, the trend is clear—retail theft is not only rising, it’s evolving.
Cook County State’s Attorney Eileen O’Neill Burke, who made fighting theft a priority upon taking office in December, now mandates felony charges for thefts over $300 or for repeat offenders.

With the scope and sophistication of retail theft escalating, retailers are increasingly turning to technology as their frontline defence.

Cook County Sheriff Tom Dart said, “When you give specific focus to a crime, it reverberates. When offenders see it’s being prosecuted and taken seriously, it acts as a deterrent.”
While the threat of retail theft shows no sign of disappearing, the integration of technology and cross-sector cooperation offers hope. The message from law enforcement and the retail sector is clear: the industry is no longer willing to turn a blind eye.
